Heron Contracting began with a simple observation: projects in Dubai rarely stall because the building is hard to build. They stall because the paperwork is out of order. Today we guide Dubai Authority Approvals, Fitout Approvals and Structural Approvals from the first drawing to the completion certificate.

Why Heron Contracting Was Built Around Approvals

Most Dubai projects don’t slow down on site. They slow down on paper.

We started Heron Contracting because of a pattern we kept seeing. The design was ready, the budget was agreed and the contractor was waiting, yet the start date kept slipping. The cause was almost never the building itself. It was a landlord condition nobody had read, a drawing sent to the wrong authority, or a structural query that surfaced three weeks into the programme.

The people responsible for those gaps rarely sat in the same room. A consultant drew the plans, a separate agent filed them, and the contractor heard about the comments last. Each did their own job well enough. Nobody owned the whole route from first sketch to completion certificate.

So we built Heron Contracting Dubai the other way round. Approvals and construction sit in one team. The engineers who prepare a submission know how the work will be built, and the site team knows exactly what was approved. When something changes on site, the file changes with it.

How a Project Moves From First Call to Completion Certificate

    A short call or site visit, then a clear scope, fee and timeline for you to approve before work begins.

  3. Prepare and submit

    Our engineers prepare drawings to each authority’s standard and we file through the correct portal.

  4. Resolve and inspect

    We answer comments, resubmit, book inspections and close out any observations raised.

  5. Hand over

    You receive the approval, permit or completion certificate along with the final documents.
